If publishing fails with “Publish blocked: labels not ready”, the product doesn’t have an approved label yet. Labels must be approved before a product is published for the first time.
If the product is already live, you can still update it. But any new option you add needs an approved label before it can be published.
Also check the Publish readiness list on the product. It needs a title, a connected store, at least one active option with a price, images and labels.
